This submission outlines key recommendations to strengthen Victoria’s multicultural policies through more equitable, culturally responsive and community-led systems. Drawing on Good Shepherd’s practice experience, we call for improved access to services, investment in long-term community programs, and reform of systemic barriers affecting multicultural communities.
We highlight the need for better interpreter standards, anti-racism strategies, and funding models that empower grassroots organisations. The submission also stresses the value of co-design with multicultural and multifaith communities, improved qualification recognition for migrants, and the expansion of English-language programs for all visa types.
Our recommendations span service design, governance reform and inclusive engagement. They reflect the lived realities of multicultural women, families and youth, and aim to ensure genuine participation, and equitable access to support, regardless of cultural background or visa status.
